Nichelle Phillips serves as Secretary of Fresh Start Outreach Services, bringing a strong combination of professional experience, organizational skills, and a commitment to serving others. She earned her Bachelor of Science degree in Electronics Technology from Norfolk State University in May 1995. Since July 2014, Nichelle has served as a paraprofessional with Norfolk Public Schools, where she has developed extensive experience supporting students and addressing diverse educational needs, including special education.

In her role as Secretary of Fresh Start Outreach Services, Nichelle contributes directly to the organization’s administrative and organizational functions while supporting its mission to redeem and restore lives.
